What is the relationship between Plymouth Active Leisure and Plymouth City Council?

Plymouth Active Leisure Ltd remains a local authority trading company wholly owned by Plymouth City Council and will continue to manage the Council’s leisure centres on a day-to-day basis.

Following new rules announced last year by HM Revenue and Customs on Value Added Tax (VAT) relating to the operation of public leisure facilities, Plymouth Active will act as the official agent of the Council for the majority of the services it provides from 1 September 2025.

What does this change mean for Plymouth Active customers?

There will be no change in the way that Plymouth Active provides your services. Plymouth Active will continue to manage and operate the Plymouth Life Centre, Plympton Pool and Gym, Tinside Lido and Mount Wise Outdoor Pools.

This includes maintaining existing branding and signage , although you will start to see the Council’s logo on some materials to indicate the new agent relationship.

There will also be no change to banking arrangements. You will continue to pay Plymouth Active Leisure Ltd, who will then pass any agency income onto the Council.

All of your membership details will stay with Plymouth Active, who will remain responsible for ensuring that your data is protected.

Customers may notice that the name and VAT number issued on some of our invoices and receipts may change to Plymouth City Council’s as a result of this change.

Will this change affect Plymouth Active Leisure pricing?

There will not be any immediate changes to prices as a result of the new arrangements. However, the Council reviews all fees and charges annually, which may result in a price increase. The Council is responsible for agreeing the pricing of services that it supplies to the public using Plymouth Active as its agent.

Does this change mean I will need to contact Plymouth City Council for any enquiries/requests?

What about my data?

Plymouth Active Leisure is owned by and runs services of behalf of Plymouth City Council. There are no further changes in relation to holding, processing and sharing of data as a result of this new arrangement.

Plymouth City Council will remain the data controller and Plymouth Active Leisure will still process your data on behalf of the Council. More information can be found within our privacy notice on our website.
